Living in the Netherlands on a low income can be challenging, but luckily there are several types of allowances available to help. From healthcare allowances to rent allowances, these benefits can make a big difference in your quality of life.

 

So, how do you go about applying for these benefits? It can be a daunting process, but don't worry - we've got you covered. In this section, we'll walk you through the application process and share some insider tips on how to nudge the system in your favor.

Healthcare Allowance - Zorgtoeslag

As a member of the LGBTQIA+ community, accessing healthcare can be a challenge - but luckily, the Dutch government offers zorgtoeslag (healthcare allowance) to those on a low income. This financial contribution can help cover the cost of your healthcare insurance and compulsory excess, making it easier to access the care you need.

So, what are the eligibility requirements for zorgtoeslag? 
First, you need to have a BSN number and be 18 years of age or older with compulsory basic Dutch healthcare insurance or be registered with the Central Administration Office (CAK). Additionally, your (combined) income and capital cannot be too high, and you have an EU/EEA nationality OR as a Non-EU you are registered with a Dutch Healthcare provider.

Remember, taking advantage of healthcare benefits can make a big difference in your quality of life as an LGBTQIA+ individual in the Netherlands. So, be sure to explore your options and take care of yourself and your health.

Rent Allowance - Huurtoeslag

As a member of the LGBTQIA+ community, finding affordable housing can be a challenge - but luckily, the Dutch government offers huurtoeslag (rent allowance) to help with the cost. Eligibility for rent allowance is primarily determined by the cost of your rent, your age, and the composition of your household, with no income limits as of 2020. However, you can still be found ineligible if you're making "too much."

So, what are the eligibility requirements for huurtoeslag? First, you need to have a BSN number and be 18 years of age or older with compulsory basic Dutch healthcare insurance. Additionally, your (combined) income and capital cannot be too high, and your rent must be approximately or below 850 EUR. You also need to either be a Dutch national, have a valid residence permit including a student permit, OR be an EU/EEA citizen.

If you're a student living in a housing complex, you may also be eligible for rent allowance if the building was indicated as suitable for housing allowance before July 1st, 1997. To apply for huurtoeslag, you'll need to provide proof of paid rent with bank statements and have a signed lease agreement with your landlord. Furthermore, you and the landlord  must have signed a lease agreement and you must be able to prove paid rent with bank statements. Here is where it gets tricky: You must be renting an independent living space which includes your own bathroom, kitchen, and own front door/mailbox. This can make finding affordable and queer-friendly housing a bit tricky. Here are some questions to keep in mind before renting a place that can help with the process of applying for rent allowance:

 

When viewing potential housing options, make sure to ask about the amenities included in the rental. Does the space have its own bathroom and kitchen? Is there a private entrance with a mailbox? These are important factors to consider when determining your eligibility for rent allowance.

 

Remember, taking advantage of rent allowance can make a big difference in your quality of life as an LGBTQIA+ individual in the Netherlands. So, be sure to explore your options and find affordable housing that makes you feel safe and supported. With some effort and research, you can find the perfect housing situation for you and live comfortably with the support of huurtoeslag.

Application

To apply for both allowances, you will need to have a DigiD. If you don't have one yet, please refer back to the "Arriving in the Netherlands: DigiD" guide to get one.y

Once you have a DigiD, you can go to the My Allowances (Mijn toeslagen) section on the Belastingdienst website. Make sure to submit all the required documents mentioned above to avoid any delays in the process.

 

If you have a benefit partner (toeslagpartner), you can also apply for allowances together. A benefit partner is someone with whom you apply for benefits. If you're married, registered partners, or officially cohabiting with someone, they are automatically your allowance partner. If not, you and your roommate can be partners as long as you are both registered at the same address.
